Public interest vs. commercial success - is there a conflict?
There is no inherent contradiction between the public interest and commercial success of the short line and regional railways (SL/RRs) and their customers. SL/RR viability, safety and security, and the environment are public interest issues that have a direct impact on SL/RRs and on the communities they serve.

A profitable and healthy SL/RR system is in the public interest by creating employment, providing necessary infrastructure, and low-cost, safe, environmentally-friendly transportation. Governments are necessary partners with SL/RRs to promote strong SL/RRs in the public interest.
