Transport Minister announces appointment to Transportation Appeal Tribunal of Canada

OTTAWA - Transport Minister Jean-C. Lapierre today announced the appointment of Armand Goguen, of Cocagne, New Brunswick, as part-time member of the Transportation Appeal Tribunal of Canada.

"I am pleased that Mr. Goguen has agreed to serve as a member of the Transportation Appeal Tribunal of Canada," said Mr. Lapierre. "His knowledge of the rail industry, his service on the Railway Safety Act Review committee and his work on regional safety councils will prove to be valuable assets as he takes up his duties."

Mr. Goguen holds a certificate in economic development from the University of Waterloo and studied business administration at Oulton's Business College.

Now retired, Mr. Goguen worked at CN Rail for 35 years, serving in various areas including marketing, industrial development, and public affairs. He also served as vice-chairman of the New Brunswick Safety Council, director of the Nova Scotia Safety Council, and as a member of the Railway Safety Act Review committee in 1994.

Established in June 2003, the Transportation Appeal Tribunal of Canada provides a recourse mechanism for the air and rail sectors regarding administrative decisions and enforcement actions taken under federal legislation. These decisions include licensing and certification actions, refusals to remove enforcement notations, assessments of administrative monetary penalties, issuance of railway orders and notices of default on compliance agreements. The tribunal's authority will be extended to the marine sector in conjunction with regulatory reforms, currently underway, of the Marine Transportation Security Act and the Canada Shipping Act, 2001.
