Management Team
Robert H. Ballantyne, P.Eng., President
Bob Ballantyne has a B.A.Sc. degree in Civil Engineering from the University of Toronto. During his 40-year career with Canadian Pacific Limited, Bob worked in the engineering, signal, operating and marketing departments of Canadian Pacific Railway. In the early 1960s, he participated in the development of railway operating computer models.
In 1976, he moved to Canadian Pacific Consulting Services as Vice-President, where he had responsibility for marketing and supervision of railway projects worldwide.
In 1988, Bob was assigned by Canadian Pacific as President of The Railway Association of Canada where he served until his retirement from the CPR in 2000. He is currently President of the newly-established Association of Regional Railways of Canada.
Bob is located at ARRC's Ottawa office.
Cindy Hick, Vice-President
Cindy Hick has 24 years' experience in both administrative and management positions within the railway industry.
Throughout her career, Cindy has had extensive experience in planning and successfully executing a wide range of projects, both on a national and international scale. She has a proven track record of delivering the product on schedule and within budget.
Cindy's consensus building approach and her strong leadership and communications skills enable her to bring people together from diverse backgrounds into an integrated team.
Much of this valuable experience was gained over two decades in Canadian Pacific Railway, CPCS (an international consulting firm), and as Vice-President and Treasurer at the Railway Association of Canada.
Cindy is currently Vice-President at ARRC and is located in the Ottawa office.
Forrest Hume, B.A., LL.B, Vice-President
Forrest Hume earned a law degree from Dalhousie University in 1974 and is a member of the Bar in the provinces of New Brunswick, Nova Scotia, Quebec and British Columbia.
After graduation, Forrest was in private practice until 1978. He began his transportation career in the law department of Canadian National Railways in 1978 and subsequently at Canadian Pacific in 1985. He opened his private practice in 1994 specializing in transportation law. During his career, Forrest has been involved in a number of major transportation hearings, such as the Staggers Rail Act hearings, the Commission of Inquiry into the Hinton train collision, and the CN and CPR applications leading to cabooseless train operations in Canada.
In his private practice, Forrest has represented the interests of various parties involved in rail transportation matters, including shippers, short line railways and regional carriers.
Forrest is Vice-President of the Association and is headquartered in the Vancouver office.
